MTN Associates is a certified minority business enterprise (MBE), disadvantaged business enterprise (DBE), and Illinois Department of Central Management Services BEP member with over 30 years of expertise in the coordination of community economic development, construction/project management, small business development/training and housing programs with an emphasis on the implementation of construction documentation and systems for public and private entities, contractors, financial institutions, and community-based organizations.

- complete property valuations, estimates, and buyer education;
- technical knowledge of specification, blueprints,
- project management, mediation, and legal liability;
- Well-versed in evaluating HUD/FHA regulations as well as OSHA, other Federal/State regulations, and Chicago Building Codes.
MTN Associates has a proven track record working intimately with public/private entities and community-based organizations in the development, implementation, and management of construction-related projects. When needed MTN has served as owner’s representative/project manager while providing oversight, compliance monitoring, and reporting to maximize contracting and employment opportunities for local residents and achieve established diversity goals pursuant to M/WBE mandates.
Michael Neal combines academic training in architecture and building construction with over 20 years of progressive success in the area of construction and property maintenance management. He has held construction management positions with numerous community based organizations and housing agencies throughout the Chicagoland area. From this experience, Mr. Neal has developed specialized technical capabilities in the areas of construction and property maintenance management, specification writing, legal liabilities, estimating, property valuations, and inspections.
Mr. Neal served as chairman of the Minority Enterprise Development Council MED Week 1999, the largest advocacy and education event sponsored on behalf of Minority Business Enterprises. He is also a formal member of Building Officials and Code Administrators International. Additionally, Mr. Neal served as Vice-Chair of the Cook County Workforce Investment Board and has served as past Board Chairman of the Center for Employment and Training in addition to many Public and Community Based Organization Boards.
